Stephen Bayne, Ed.D

Dr. Bayne began his career in 1989 with the Baldwin Park School District Police Department (Southern California) where he worked a variety of different assignments (K9 Handler, Corporal, Sergeant, Captain). His passion for police service dogs trained in narcotic detection led to a 14 year stint working part-time for Adlerhorst International in Riverside training basic and advanced narcotic detection teams.
Currently, Dr. Bayne is employed with the Irvine Unified School District as the Director of Risk Management. His primary responsibilities include emergency management planning, property/liability litigation, insurance, and workers’ compensation.
Dr. Bayne received his Criminal Justice Management degree from Union Institute & University; a Master of Science in Organizational Leadership from Chapman University; and a Doctorate in Organizational Leadership from the University of La Verne.
